Carry out the expansion test and engineering application of the moving block system for heavy-haul railways on the 350-kilometer line between Sanji Station and Huanghua Port Station of the Shuohuang Heavy-Haul Railway. Through the transformation of the moving block system for 20 stations, 20 locomotives, the dispatching center, etc., heavy-haul trains can run with safe tracking according to the moving block system, and the continuous departure capacity of 10,000-ton trains at technical operation stations is increased by 24%.
Shuohuang Heavy-haul Railway: Creatively transplanted the CBTC moving block technology into the field of heavy-haul railways, providing a Chinese solution for the intelligent development of heavy-haul railways around the world.
Under the overloaded moving block system, the on-board ATP device enables the train to achieve autonomous precise positioning and sends the location information to the RBC through LTE. The RBC manages all trains on the entire line and calculates the movement authority for each train. The computer interlocking system realizes the functions of route handling and control of trackside equipment such as turnouts and signal lights. The CTC system automatically sends route handling commands to the interlocking according to the plan, and at the same time, it displays the status of line equipment and trains in real time. The temporary speed restriction server receives the temporary speed restriction setting and cancellation commands from the CTC and realizes the management of temporary speed restrictions.

Technological innovation points:
● Establish a moving block technology system that meets the actual operation requirements of heavy haul in China.● Internationally, the mobile block safety protection and control technology for the complex scenarios of heavy-haul railways has been successfully tackled for the first time.
● Internationally, the relocating technology of heavy-haul trains based on TD-LTE wireless communication and Beidou satellite navigation was applied for the first time.
● Implement the comprehensive guarantee technology for the whole process of RAMS (Reliability, Availability, Maintainability and Safety) for the overloaded moving block train control system.
Expert acceptance evaluation: The system effectively shortens the tracking interval time of heavy-haul trains, significantly improves the transportation capacity of the Shuohuang Line. The research results meet the engineering application requirements of the Shuohuang Railway and have reached the international leading level. They provide strong technical support for the goal of building the Shuohuang Railway into a green, safe, efficient and intelligent heavy-haul railway and a world-class transportation enterprise.
● In September 2024, the project "Heavy Haul Train Operation Control System Based on Moving Block" was included in the "Catalogue of the First (Set) Major Technical Equipment for Promotion and Application (2024 Edition)" of the Ministry of Industry and Information Technology.
● In October 2024, the Pilot Tasks for Building a Strong Transportation Country passed the acceptance inspection.
